After Kougami becomes a fugitive following the Makishima case and Ginoza turns into a potential criminal himself, the Public Safety Bureau loses two of its Enforcers. The organization is badly understaffed, so they bring in 17-year-old rookie Inspector Mika Shimotsuki to work alongside Akane Tsunemori in Division 01. Tsunemori's started questioning the Sibyl System, but Shimotsuki has complete faith in it. That changes fast when they encounter a new criminal—someone with the ability to artificially lower their own Psycho-Pass score, making the System see them as harmless or even not human at all. A felon with damning evidence against him walks free because his Psycho-Pass registers as clean. The Bureau has to act immediately. Now the Inspectors and Enforcers need to piece together a cryptic message left at the crime scene and hunt down a criminal who, as far as the Sibyl System is concerned, doesn't even exist.
