Fumio Ooi graduated from the Department of Graphic Design at Tama Art University in 1968. His early works were hand drawn, but he later transitioned to primarily use CG. Ooi has made many videos for NHK's Minna no Uta program and was one of the 35 animators part of Kihachiro Kawamoto's award-winning anthology Fuyu no Hi.
