Kei is a Japanese singer-songwriter who composes music both for his own recordings and for other artists. He's probably best known for scoring multiple opening and ending themes for Legend of the Galactic Heroes—at least three seasons' worth.

The interesting part is that music wasn't his full-time gig early on. He graduated from the University of Tokyo and actually worked at Dai-Ichi Kangyo Bank while pursuing his music on the side. So he was balancing a corporate job with his creative output for a while.
