Sonia Summers is a detective who got on the wrong side of her superiors and got transferred to the outskirts of Libra, a port city split into two completely different worlds. The Upper is where all the money and power are. The Outside is basically everything else—crime, corruption, and weird stuff involving youkai and other monsters. Every case Sonia picks up seems to involve these creatures somehow. She ends up meeting three humanoid youkai named Bem, Bela, and Belo who are actually trying to protect humans and fight off the dangerous youkai preying on them. These three call themselves Youkai-Ningen, and they're in a rough spot—other youkai reject them for living like humans, and humans reject them when they find out what they actually are. Despite everything working against them, the three Youkai-Ningen stay hidden in human society, quietly pursuing their real dream: to become human themselves one day.
