By 2039, global warming has devastated the world—sea levels have risen dramatically, swallowing huge amounts of land. Then a mysterious fleet of advanced warships appears and systematically crushes naval forces everywhere. They call themselves the Fleet of Fog, and each ship is controlled by a "Mental Model," a humanoid avatar tied to the ship's core. These models have distinct personalities, but they all answer to something called the Admiralty Code, which has enforced a total blockade on ocean travel. Seventeen years into the blockade, a former marine academy officer named Gunzou Chihaya discovers a submarine called I-401 and meets its Mental Model, Iona. For reasons she won't fully explain, Iona decides to help humanity instead of following her fleet. Gunzou and his allies seize this chance to form a privateer group called Blue Steel and launch a campaign to fight back against the Fleet of Fog.
