Synopsis

A woman named Izumi Yasaka steals a vehicle and crashes it straight into the Public Safety Bureau building. She's a counselor who recently bolted from Sanctuary, a facility designed to isolate and rehabilitate latent criminals. Inspectors Mika Shimotsuki and Akane Tsunemori are about to interrogate her when Sanctuary itself demands she be returned immediately. The order comes from the top—the Chief and the board—so they have to comply, though the Inspectors push back and insist on personally escorting her back. Tsunemori decides to keep investigating on her own with the rest of the Bureau team. For Shimotsuki, this is the break she's been waiting for: her first real shot at leading a major investigation. She takes her Enforcers and digs into what Sanctuary is actually hiding.
