Bulma's mother is married to Dr. Briefs and is best known for constantly flirting with both Goku and Vegeta—she's even mentioned wanting to go on dates with them. When Vegeta first moved in with the Briefs family shortly after his initial conflict with the Z Fighters, he was genuinely shocked by how warmly she welcomed him. Being treated with such genuine kindness apparently threw him off more than he expected.
Not a lot of backstory exists for her, but she's portrayed as perpetually cheerful and carefree—the stereotypical ditzy blonde who loves shopping and expensive cakes. One of the running gags is that she never seems to age, looking just as young in later arcs as she did when she was first introduced back in the original Dragon Ball series.
Her actual name is never revealed in the series. Akira Toriyama once joked that if he'd named her, it would have been "Panchi"—a play on the Japanese word for panties.
