Tokugawa Shige Shige holds the title of Seii taishōgun, though his actual grip on power is pretty weak. His late father's death combined with the Amanto invasion left him without much real authority, so he ended up looking to Police Chief Matsudaira as a father figure instead.
He shows up throughout the series getting dragged around by Matsudaira to cabaret clubs and various other spots, which is how he eventually meets Gintoki and the Yorozuya crew. Once he's in the mix, he becomes a regular target for harassment from Otae and the other girls.
