The Queen of Hearts rules Wonderland with an iron fist—and she's genuinely enjoyed every second of it. She's notorious for executing her subjects over trivial offenses, and worse, she makes everyone stick around to watch. She's basically a tyrant who gets a kick out of the spectacle.
In the time loop, she's responsible for executing Jack repeatedly, forcing her citizens to witness each one. It's grim stuff, but it's central to her character: she doesn't just want people dead, she wants them seen dying. The public execution is part of the point for her.
