Kiba used to captain the Fanged Toad Pirates before losing to Foxy during the Davy Back Fight. After that loss, he joined Foxy's crew—and made it official by crossing out the Jolly Roger on his hat.
Things got weird later on (in the anime filler arc): Kiba actually took command of the Foxy Pirates after Foxy lost the final event of the Davy Back Fight. He refused to let Foxy back in at first, but eventually changed his mind following a clash with Foxy and the Straw Hats, deciding to reinstate him to the crew.
