Puppuu was the captain of the Piggy Pirates, a crew operating in Arabasta. He's best known for making a catastrophic mistake—trying to raid a port city that happened to be under Crocodile's protection. Crocodile responded by unleashing his Suna Suna no Mi powers to create a devastating sandstorm that drained the moisture from both Puppuu and his entire crew. Whether he actually survived the encounter remains unclear, though most assume he didn't.
His name is basically pig-speak (roughly "Oink Oink"), a detail that wasn't officially confirmed until Grand Data File: Blue.
