Storch is a State Military officer based in Central City who serves as King Bradley's personal secretary—at least until Riza Hawkeye takes over the role. Bradley assigns her to the position partly to keep tabs on her and Colonel Mustang's group, which tells you something about how much the Führer trusts them. When Hawkeye gets her new orders, Storch personally delivers them alongside Yakovlev from Internal Affairs.
Most fans first encountered Storch during Edward Elric's State Alchemist practical exam, where he and several other soldiers were ready to throw the book at the kid for his stunt trying to intimidate the Führer with his spear. They nearly disqualified him on the spot. He shows up again later at Southern Command with Bradley and Alex Louis Armstrong, this time when Edward's supposedly there to file his annual assessment report.
