Olivier Vandeberme runs EMS, the enforcement division of the Reconstruction Agency. Her main job is keeping Extended law in check and making sure nobody gets too carried away with Over-Extending. She's got a practical side though—she's willing to bend the rules for people she finds useful. That's why she's cut Juzo some slack despite all the restrictions on Over-Extended individuals, letting him operate with more freedom than he probably should have. In exchange, he does jobs for her that don't exactly go through official channels. She's got a pretty distinctive look, always wearing bold blue lipstick that makes her stand out.
