Puripuri Man is a Devil Chojin whose whole design is basically built around the posterior—it's his thing. Fans often note that his appearance is pretty memorable for exactly that reason.
He actually showed up way back in the original Kinnikuman manga as one of the Akuma Chojin, and even made a brief appearance in the opening titles, but he didn't get any real storyline until the anime sequel Kinnikuman Nisei came around.
