Fukuro is part of the three-man team that stepped in to handle CP9's duties while Lucci's unit was sidelined. He's notorious for being a total motormouth—constantly blabbing about classified operations and things that should stay secret. His teammates hate it: Jabura gets furious, while Kumadori gets so stressed he actually tries to commit seppuku (though he softens the blow with Tekkai at the last second).
Like all CP9 operatives, Fukuro has mastered the full Rokushiki arsenal. He's particularly known for his flashy Tekkai-dama—essentially a super-powered cartwheel—and for developing his own move called Jugong, a devastating punch variation based on Shigan. His Tekkai defense seems unusually solid; he's taken hits from multiple CP9 members without much trouble, though the exact reason behind this strength remains unclear.
Fukuro considers himself a soru specialist and was actually the first CP9 member to experiment with variations of the technique. He can move so fast he becomes invisible to the eye, which he compares to an owl—silent and unseen until it's far too late for the prey to react.
