Cyrus is the leader of Team Galactic, though most people only know him as a wealthy businessman who's bankrolled much of Sinnoh's infrastructure—libraries, buildings, and public works throughout the region.
He first showed up in "Losing Its Lustrous!" and "Double Team Turnover!" as what appeared to be a legitimate entrepreneur touring the Celestic Town Historical Research Center. Behind the scenes, his subordinates—Mars, Jupiter, and Saturn—were already executing his real plan: stealing the Lustrous Orb. They'd already grabbed the Adamant Orb from a police escort in Eterna City, so they were clearly working toward something bigger.
During his visit, Ash and Dawn mentioned their encounters with Azelf and Mesprit at Lake Verity and Lake Valor. Cyrus seemed genuinely interested in this information, which hinted at what he was actually after.
Later, in "Saving the World From Ruins!" Cyrus coordinated his team's efforts from headquarters alongside Saturn, Jupiter, and Charon. He monitored Mars's operation on Iron Island and used a special Spear Key to scan energy readings from the Spear Pillar—though that mission fell apart when Mars's machine got destroyed at 60% completion. He didn't seem bothered by the setback.
By "Unlocking the Red Chain of Events!" Cyrus had hired the mercenary J to capture the three lake guardians: Uxie, Mesprit, and Azelf. In the climax, "The Battle Finale of Legend!", he used the Red Chain to take control of both Dialga and Palkia, then stepped through a portal the two legendaries created. The portal collapsed shortly after, and Cyrus's fate was left hanging.
