His appearance on land is deceptively humanoid—basically the least fish-like of his entire species. Turns out this is only because he's dehydrated; his true form is something else entirely. In his dried-out state, he's a massive, muscular figure with aquamarine skin, dark coloring along his arms and legs, and a lighter chest and stomach. He's got facial fins, sharp eyes, and impressively large fangs, plus small pink ovals above and beside each eye that function like eyebrows. His outfit consists of a red speedo, an ornate crown, and a dramatic fur-trimmed cape clasped at the chest with a fish-head brooch. One detail that stands out: he has literal hearts where his nipples should be.
When properly hydrated, he reveals his true form—and it's a significant upgrade in the "nightmare fuel" department. His muscles balloon to grotesque proportions, his facial fins and back fins expand dramatically, and new fins sprout along his forearms and shoulders. His face warps into something properly monstrous, with his eyes and mouth stretching out and distorting his other features.
Personality-wise, Deep Sea King is fundamentally sadistic. He gets off on causing pain and loves a good fight. His main goal is conquering the surface world to rule it himself. He views humans as nothing more than food and has zero ethical hangups about treating them that way. He's deeply arrogant too—the kind of guy who genuinely believes he sits at the absolute top of every living thing on the planet.
