Spandam runs CP9, the government's covert ops unit, after previously leading CP5. Back when he headed CP5, he went after the shipwright Tom to steal the Pluton blueprints—a move that ultimately landed Tom in prison, even though Spandam came up empty-handed. As CP9's leader, he orchestrated the kidnapping of Franky and Nico Robin, dragging them off to Enies Lobby. The whole operation falls apart when Robin breaks his back during their escape across the Bridge of Hesitation.
One of Spandam's most distinctive features is his sword, Funk Freed, which ate the Zou Zou no Mi (Elephant Elephant Fruit). The blade can actually transform into a full-sized elephant—a pretty wild ability that sets it apart from most weapons.
