A detective with the Metropolitan Police Department's Riot Squad, he's part of a covert superhuman countermeasure team that operates independently of the official Superhuman Bureau. This puts him at odds with Jiro, making them rivals both professionally and ideologically.
Within the department itself, his existence is kept strictly confidential. What most don't know is that he's actually a cyborg. His fundamental disagreement with Jiro's protective stance toward superhumans drives much of their conflict—he fundamentally opposes what Jiro stands for.
