Shigehisa Fuwa is a wealthy former ambassador who has it out for the Kasukabe family—specifically because Sachiko Kasukabe owes him a significant debt. He's basically made it his mission to make life difficult for anyone connected to them, especially Hayato and the cafe staff, whenever he shows up. His grudge is pretty petty, but he doesn't seem to care. His grandson loves to brag that Fuwa has connections to the police, which apparently gives him the confidence to stir up trouble without consequences. Fuwa uses those connections to throw his weight around and make Hayato's life harder.
