Tetsu is a kid living in Rush Valley, a town in southern Amestris. He's got an automail prosthetic leg—the result of some accident nobody really talks about—and he depends on the Atelier Garfiel to keep it in working order.
Most notably, Tetsu's got a bit of a crush on Winry Rockbell, the shop's new apprentice, and he makes no secret of it. When Winry heads off to Central City for an extended stay, he's one of the customers who calls her up, begging her to come back soon. He even cheekily admits he'd much rather have a pretty girl like Winry working on his leg than dealing with chief engineer Garfiel.
