Blueno opened his bar in Water Seven's seedier back alleys about five years ago—a place where drifters and lowlifes hung out. He seemed friendly enough on the surface, but it was all an act. He was actually a government agent the whole time, planted there specifically to steal the blueprints to an Ancient Weapon.
That's how he got to know Franky, Water Seven's shadowy powerbroker. They developed what looked like a genuine friendship, though Blueno's side of it was calculated. Still, that connection would come back to bite him later.
