He wears glasses pretty much constantly because of his terrible eyesight, and he's made a whole thing about being a "college student in transit," though that claim is about as genuine as everything else about him. For what it's worth, he prefers strawberries to bananas (a preference he apparently credits to Wrestlemania, for reasons best left unexplained).
The real story: Wellington works for a con artist operation. He had a list on his phone—names of people the police were investigating—and he was willing to kill to keep that information under wraps. If it got out, it would've exposed the whole ring, including him.
His name fits the character pretty well. "Richard" comes from the English "Rich," which tracks with his vibe. In Japanese, "Takamasa" has that rich-kid energy to it, the kind of name you'd expect someone like him to carry around.
