The ruler of Planet Kaguya and the main antagonist of Doraemon Movie 39: Nobita's Lunar Adventure. He's been sitting on the throne for over a thousand years, though he rarely shows his face—he conducts all his business from behind a curtain in his private chamber. This mysterious setup is pretty much his whole thing as a character.
