Commander Ripper was one of Axe-Hand Morgan's subordinates and ran operations at the East Blue base under Morgan's command. After Morgan's defeat, Ripper stepped up to take control of the base himself.
Rather than report Luffy and Zoro to headquarters for taking down Morgan's tyranny, Ripper let them walk free—and then voluntarily put himself and his entire squad on food restrictions as punishment for the choice. He's the one who brought Koby into the Marines, and he basically forced Helmeppo to enlist as well.
What makes Ripper stand out among Marines is that he's genuinely caught between two conflicting philosophies: "Absolute Justice" and "Moral Justice." He doesn't strictly follow one or the other, which is pretty rare for the military organization.
