Vice-Admiral Tsuru, known as the "Great Tactician," is one of Sengoku's most trusted officers stationed at the Holy Land of Mariejois. She first showed up at the meeting where the Marines were looking for a replacement Warlord after Crocodile's defeat.
Tsuru's an elderly woman who bears a striking resemblance to Dr. Kureha—though she looks older, despite probably being younger. She's best known for her tactical mind, which has made her invaluable to the upper brass of the Marine hierarchy.
