Dr. Uiro was obsessed with world domination—his plan involved building an army of genetically modified humans through his twisted experiments. But before he could pull it off, some force (nature, karma, divine judgment, take your pick) encased him and his entire lab in ice as a kind of cosmic punishment.
His assistant Dr. Kochin managed to salvage what mattered most: Uiro's brain. He kept it alive by transplanting it into a mechanical body, essentially turning his boss into a cyborg.
Fifty years pass. Kochin finally gets his chance at a proper rescue when he collects the Dragon Balls and uses his wish to free both Uiro and the fortress from their icy tomb.
Once thawed out, Uiro wastes no time. His new obsession becomes finding the world's strongest fighter—because he's convinced that if he could transfer his genius brain into a truly powerful body, he'd be unstoppable.
