He's one of Academy City's 12 Directors, responsible for all military operations—everything from defense to weapons R&D. He's almost never seen without his HsPS-15 Suit, though it's not paranoia driving this habit. He simply can't feel at ease without it on.
Shiokishi first shows up as the antagonist in Volume 19 of the light novels, where he's busy plotting against and attacking GROUP. After they take him down, he drops a bombshell: he reveals DRAGON's true identity. He makes it clear he wishes he'd never learned what DRAGON actually is, but as the Director tasked with protecting Academy City from external threats, he felt he had to know. Before anything else can happen, DRAGON knocks him unconscious. Whether he survived that encounter remains a mystery.
