Ichijou manages a casino for the Teiai Corporation, and he's basically untouchable in his position—literally, since he operates the rigged gambling machines from somewhere off-site where nobody can touch him or force a big payout. He becomes Kaiji's main rival in the second half of the manga, and fans often see him as the representation of the house's ultimate control over the game.
