Hyoudou's Right Hand
He's essentially Hyoudou's second-in-command and the obvious choice to take over if something happens to him—especially after Tonegawa got taken down. Fans generally see him as the one groomed for leadership within the organization.
Day-to-day, he oversees the underground labor camp and manages Ichijou, who's clearly his favorite subordinate. He's the type to maintain that hierarchy while playing favorites, which tells you something about how things work in Hyoudou's operation.
