Lulu Bell is the blonde Noah who's basically become the face of the group—you'll recognize her by the black suit, blue tie, and dark shades. She showed up early on at the Noah Dinner Party and has stuck around as one of their more active operatives.
Her main thing is metamorphosis. She can transform into just about anything: other people, animals, even water. The liquid form is especially annoying to fight since attacks just pass right through her. She's also capable of turning her hands into whip-like tentacles that can pierce or slice, and she's got just enough power over Innocence to temporarily disable it under the right circumstances.
In the anime, she's basically a black cat half the time, using it for stealth and spying. Even in human form she's got cat-like mannerisms—licking her plate after meals, that kind of thing. Fans often note she represents the "Lust" aspect of Noah.
Her biggest move came when she disguised herself as Andrew Nansen to infiltrate Black Order headquarters, leading an Akuma invasion while the heroes were dealing with fallout from the Ark. She was after the "egg" so she could create Skulls from the Order's top scientists, and she also wanted to bring Allen back to the Earl as the 14th. But the Order's generals—Cross Marian, Cloud Nine, and Winters Sokaro—were way too much for her and her elite Akuma to handle. Allen ended up destroying the egg anyway, triggering a massive explosion. Whether she survived that blast is still unclear.
