Sante is a ghoul who follows Kazuichi Banjou, the former leader of the 11th ward. You'll pretty much always see him hanging around with Ichimi and Jiro—the three are basically inseparable. After Banjou threw his support behind Kaneki, Sante went along with the group and joined Kaneki's faction of ghouls.
