Victor is a one-off character from the Pokémon anime episode "The Pi-Kahuna." He's best known for his obsession with surfing the legendary Humunga-Dunga wave on Seafoam Island.

Victor spent years living on Seafoam Island with his Pikachu, Puka, training to ride the massive Humunga-Dunga—the same wave that legendary surfer Jan famously conquered years earlier. Jan had encouraged Victor to go for it, and the dream stuck with him. Puka would perch on a cliff edge, supposedly sensing when the wave might appear, keeping watch alongside his trainer.
When Ash and his friends arrived on the island, Victor finally got his shot. The Humunga-Dunga rolled in, and he successfully rode it with Puka right there with him, making his lifelong goal a reality.
