He's best known as the FBI director who got pulled into the Kira case early on. He sent a team of FBI agents to Japan to help L investigate, but the operation fell apart when Kira systematically killed every single agent. After that disaster, he basically stepped back from the direct investigation.
Later, he became a key player in Near's inner circle and played an important role in pushing the U.S. President to establish the SPK—the special task force created to tackle the Kira situation. He's remembered as one of the people who helped convince the government that they needed this dedicated unit to deal with what was becoming an international crisis.
