Rokkaku was a junior officer under Axe-Hand Morgan at his East Blue base. He's best known for being one of the few who stood up to Morgan—specifically when he refused to kill Rika, a young girl Morgan wanted dead. Morgan didn't take the defiance well and killed him with his axe-hand for it (though the English anime version had him knocked into a coma instead, with Morgan using the blunt side).
His name comes from a character in Romance Dawn v.2, an early One Piece prototype, though that's pretty much where the similarities end. The name Rokkaku literally means "hexagon," which fans often note is fitting given his distinctly hexagonal-shaped face.
