Peterman runs the Hound Pets, a kidnapping operation based in the Shabondy Archipelago. When bounty hunters tip him off that Camie—a mermaid—is hanging around Shabondy Park, he sees an opportunity. He cuts a deal offering them 10% of whatever she fetches at auction, then heads out to snatch her.
His plan was to hand her over to the Human Auctioning House and collect his cut once she sold. He never got that far. The Straw Hats showed up, saved Camie, tracked him down to his hideout, and beat the hell out of him for good measure.
