Zagato
Zagato served as High Priest to Princess Emeraude and was Clef's trusted right hand. When Hikaru, Umi, and Fuu first arrive in Cephiro, they learn that Zagato has kidnapped the Princess—and without her, the entire world is literally falling apart. He comes across as ruthless and single-minded, willing to ignore the collapsing kingdom around him as long as it gets him what he wants.
But there's more to him than the cold villain act. His real motivation doesn't become clear until the girls actually confront him in battle.
