Seymour is a scientist based in Pewter City who made his one appearance in the episode "Clefairy and the Moon Stone." He's best known for studying the Clefairy and Clefable population on Mt. Moon, which is kind of his whole thing—he's pretty dedicated to understanding how they live there.
