Tori's got the classic rich-kid thing down—all angelic charm on the surface, but underneath he's basically a troublemaker who knows exactly how he can get away with it. He's way too comfortable being the center of attention and has the kind of charisma that lets him pull it off. As student council secretary, he's clearly ambitious, though what really gets him going is his obsession with student council president Eichi Tenshouin. He's openly said to admire Eichi, and it's pretty obvious the guy's a huge inspiration to him.
The weirdest part of his whole situation is his dynamic with Yuzuru Fushimi, a second-year who's basically been living at Tori's mansion since they were kids. Tori treats it like a master-and-servant thing—he literally calls Yuzuru his "slave" at school and has him waiting on him constantly. It's unclear how much Yuzuru actually minds, but either way, that's just how their relationship rolls.
