Chiaotzu looks like a small, doll-faced human with plain white skin and rosy cheeks—his name's actually based on the dumpling jiaozi. He first shows up as a student of the Crane Hermit, Master Roshi's rival, and is basically inseparable from his fellow student Tien. Eventually he ditches that crew and joins Goku's group instead.
While he's not built like the other superhuman fighters in the series, Chiaotzu makes up for it with serious psychic powers, especially telekinesis. He's also not the brightest—during the Tien Shinhan Saga, he gets shown up by Krillin's knowledge of math at the 22nd Martial Arts Tournament, which costs him the match. There's also that memorable bit where Krillin calls him bald as a comeback, and Chiaotzu just removes his hat to reveal he has exactly one hair on his head.
As the series moves forward, Chiaotzu kind of fades into the background. He's a major player in the Tenshinhan Saga but becomes increasingly sidelined during the Demon King Piccolo, Piccolo Junior, and Vegeta arcs. He does get a more prominent role in the movie "Mystical Adventure," though, which is nice for fans who liked his character.
