Fisheye is a slender, androgynous character with long pale blue hair. In the anime, he operates alongside Tiger's Eye and Hawk's Eye as part of a trio targeting young men—a detail that sets him apart from typical villains in the series.
His combat style relies heavily on water-based magic, though his go-to weapon is knife-throwing, something he's surprisingly bad at and clearly frustrated about. He's a master of disguise, typically crossdressing to pass as a woman and get close to his targets, who are usually straight men. Interestingly, when he encountered a gay target, he dropped the act and presented honestly instead.
What really distinguishes Fisheye from his partners is his emotional depth. While Tiger's Eye and Hawk's Eye are basically shallow predators, Fisheye actually develops genuine affection—or at least childish crushes—for his victims. He doesn't bounce back emotionally like the others do when rejected; he seems to care, at least for a moment. This includes a notable attraction to Mamoru Chiba, who he even kissed. He's also the first of the three to seriously question whether their mission is justified, and that doubt makes him unreliable in Zirconia's eyes. She nearly kills him over it.
Eventually, he and the other two are pulled into Pegasus' realm and promised rebirth as humans.
In the manga, Fisheye has barely any presence. He's sold to Ami Mizuno in fish form, gives her nightmares about her father abandoning her as bait for a trap, and gets taken down by Mercury Aqua Rhapsody. Sailor Moon and Sailor Chibi Moon finish him off shortly after.
