Otohime
Otohime rules the Dragon Palace City—at least in practice. She's best known for falling hard for an Earth human named Urashima after he rescued one of her servants. The two got together and had kids, though their relationship didn't exactly last forever given, you know, the whole different-worlds situation.
She's a capable leader and genuinely cares about her subjects, but her story is really defined by that love affair with a surface dweller and everything messy that came with it.
