Shinobu is a student at Nagatenjouki Academy who got pulled into the Sisters experiment from the start. When the project was revived for the Level 6 Shift program, she came back on board—but quickly realized the clones weren't just objects. That's when her conscience kicked in. She tried to sabotage the experiments by leaving cash-filled envelopes scattered around the alleys where the Sisters were kept, hoping to give them a way out.
She doesn't actually have any esper powers, which is kind of her whole thing. Instead, she fakes it through sheer acting ability, convincing enemies that she has some kind of deadly ability she calls "Critical"—supposedly something that only works on people she's touched. It's a bluff, basically, but it works.
Shinobu serves as the person who first tips off Mikoto about the entire Sisters experiment. Later, she tries to infiltrate one of the facilities herself, planning to instill fear and doubt in the clones to shake their faith in the program's morality. She gets caught by Saiai Kinuhata before she can pull it off.
