Devastor (known as Scavenger in the English version) got hired by Megatron as a mercenary and bounty hunter for Microns, mainly because Megatron was having serious problems keeping his own troops in line. According to Devastor himself, he was on the fence about taking the job until he actually saw how badly the Destrons had been beaten down by Hot Rod and Star Saber. Once he got a look at the state they were in, he was in.
What made Devastor stand out—and what got under everyone's skin—was his total lack of respect or fear toward Megatron. Other Destrons found him genuinely intimidating because of that attitude, while Starscream actively hated him for it. Devastor's mocking demeanor basically made him untouchable in a way that destabilized the whole hierarchy.
