Twanning was a Zeon officer who worked in the control room at A Baoa Qu. He's best known for keeping his head when things went sideways—specifically when Kycilia Zabi assassinated her brother Gihren. While other soldiers panicked, Twanning managed to steady the room and get everyone to fall in line behind Kycilia's command.
Kycilia clearly trusted him enough to hand him a brutal order: surrender the fortress. She promised to have him extracted during the POW exchange, though how much weight that promise actually carried is anyone's guess. It's one of those moments that shows how the Zeon hierarchy could turn on a dime, and who ended up where often came down to being in the right place at the right time—or knowing the right person.
