Cliff's father was a Plant engineer who scored big by buying land rich with water—a resource the whole town needed. That set Cliff up nicely as a water merchant, essentially controlling the town's supply and doing well for himself because of it.
At first, he comes across as a genuinely decent guy: warm, funny, protective. He's got this grandfatherly vibe and seems genuinely invested in safeguarding both the water supply and his houseguest Marianne. He even brings Vash on as a bodyguard, which reads pretty harmless on the surface.
