Frog-Man was one of Dr. Genus's artificially created mutants from the House of Evolution.
He had the general shape of a humanoid frog—bulging eyes, a pale white belly and throat, black spots scattered across his back and arms. A prominent scar cut across his face. Style-wise, he dressed like a yakuza grunt: black pants, sandals, a wide belt with a tanto blade tucked through it, a pendant necklace, and a kanji tattoo on his left shoulder.
As for personality, there's not much to go on. He was taken down so quickly by Saitama and later killed by Beast King that fans never really got a sense of who he was beyond his appearance and fighting style.
