Looker first showed up in the anime during "Frozen on Their Tracks," where Ash and his crew ran into him on a train headed to Lake Acuity. He'd apparently overbought lunch boxes and needed help passing them out—a small favor that ended up mattering more than he probably realized. While distributing the food, he started investigating why the train had stopped and traced it back to Team Galactic.
He's best known for his relentless pursuit of Team Galactic throughout the Diamond and Pearl arc. He showed up again in "Gateway to Ruin!" staking out Mt. Coronet and even went undercover as a Galactic grunt to get closer to their operations. Later, in "Unlocking the Red Chain of Events!," he got captured and held at the Fuego Ironworks, though he eventually turned the tables and arrested several Team Galactic members himself.
What's kind of funny is that Looker managed to form an unlikely partnership with Team Rocket while hunting down Galactic. Jessie, James, and Meowth became genuinely loyal to him—they even call him "Boxed-Lunch Guy" because of those lunches he handed out on the Ampharos Train. Apparently that simple gesture earned him their respect in a way nothing else could have.
