Lubbock is a member of Night Raid, the infamous assassin group. He's best known for his perverted antics—constantly trying (and failing) to catch Leone in the bath—though he's got more going on than just that. His day job is running a bookstore in the city, which serves as his cover.
His Teigu, Cross Tail, is a pair of gloves with an infinite-use garotte that's way more versatile than it sounds. He can use it to detect enemies, throw up makeshift shields, slice through things, strangle opponents, or reshape it into different weapons on the fly. It's one of Night Raid's most adaptable tools, even if Lubbock himself doesn't always seem like the serious type.
