Jean Arnoul is Françoise's older brother, though he barely shows up in the manga—just two quick appearances that are literally 20 years apart in publication. Not exactly a major character.
In the 2001 Cyborg Soldier adaptation, they changed his background entirely. Instead of being military like in the source material, he's a stunt pilot in that version.
